Abstract

The Mojave River wetlands, located in the High Desert of Southern California, are among the most ecologically important and legally vulnerable aquatic systems in the American Southwest. They constitute the only substantial riparian habitat in the western Mojave Desert, providing critical wildlife refuge, water filtration, and biodiversity support in one of the most arid landscapes in the United States. In this integrative literature review, I examine how three converging pressures — a federal regulatory framework that has progressively withdrawn legal protection from groundwater-dependent and intermittent hydrological systems, climate-driven reductions in the mountain snowpack that sustains the watershed's aquifer recharge, and more than 150 years of agricultural and urban development that have placed the basin in chronic groundwater overdraft — interact to affect the function and persistence of the Mojave River wetlands. I draw on peer-reviewed ecological and hydrological research, U.S. Supreme Court decisions, federal regulatory documents, congressional legislation, and governmental and organizational technical reports. I find that these three pressures amplify one another in ways that far exceed what any single factor would produce on its own. The Supreme Court's 2023 decision in Sackett v. Environmental Protection Agency, combined with proposed regulatory and legislative changes, has moved the Mojave River wetlands from a legal gray area to near-certain exclusion from federal protection. Declining snowpack and increasing aridity are simultaneously reducing groundwater recharge, while watershed urbanization reduces aquifer recharge and intensifies flash-flooding events, producing compounding ecological and hydrological degradation. I further find that existing conservation efforts, while meaningful, address discrete portions of the river's perennial reaches rather than the watershed-wide groundwater dynamics on which the wetlands ultimately depend. I conclude that the Mojave River watershed presents an unusual opportunity for place-based environmental science education, as the ecological, hydrological, and regulatory challenges I document are directly observable in the landscapes where High Desert students live, offering authentic contexts for developing scientific literacy and civic engagement with locally unfolding environmental challenges.
