    Comparing citizen science and professional data to evaluate extrapolated mountain goat distribution models

    Citizen science provides a prime opportunity for wildlife managers to obtain low-cost data recorded by volunteers to evaluate species distribution models and address research objectives. Using mountain goat (Oreamnos americanus) location data collected through aerial surveys by professionals, ground surveys by professionals, and ground surveys by volunteers, we evaluated two mountain goat distribution models extrapolated across Waterton-Glacier International Peace Park. In addition, we compared mountain goat location data by observer and survey type to determine whether there were differences that affected extrapolated model evaluation. We found that all dataset types compared similarly to both mountain goat models. A mountain goat occupancy model developed in the Greater Yellowstone Area (GYA) was the most informative in describing mountain goat locations. We compared Spearman-rank correlations (rs) for occupancy probability bin ranks in the GYA model extrapolation and area-adjusted frequencies of mountain goat locations, and we found that all datasets had a positive correlation, indicating the model had useful predictive ability. Aerial observations had a slightly greater Spearman-rank correlation (rs = 0.964), followed by the professional ground surveys (rs = 0.946), and volunteer ground datasets (rs = 0.898). These results suggest that with effective protocol development and volunteer training, biologists can use mountain goat location data collected by volunteers to evaluate extrapolated models. We recommend that future efforts should apply this approach to other wildlife species and explore development of wildlife distribution models using citizen science.

    Investigating old‐growth ponderosa pine physiology using tree‐rings, δ13C, δ18O, and a process‐based model

    In dealing with predicted changes in environmental conditions outside those experienced today, forest managers and researchers rely on process‐based models to inform physiological processes and predict future forest growth responses. The carbon and oxygen isotope ratios of tree‐ring cellulose (δ13Ccell, δ18Ocell) reveal long‐term, integrated physiological responses to environmental conditions. We incorporated a submodel of δ18Ocell into the widely used Physiological Principles in Predicting Growth (3‐PG) model for the first time, to complement a recently added δ13Ccell submodel. We parameterized the model using previously reported stand characteristics and long‐term trajectories of tree‐ring growth, δ13Ccell, and δ18Ocell collected from the Metolius AmeriFlux site in central Oregon (upland trees). We then applied the parameterized model to a nearby set of riparian trees to investigate the physiological drivers of differences in observed basal area increment (BAI) and δ13Ccell trajectories between upland and riparian trees. The model showed that greater available soil water and maximum canopy conductance likely explain the greater observed BAI and lower δ13Ccell of riparian trees. Unexpectedly, both observed and simulated δ18Ocell trajectories did not differ between the upland and riparian trees, likely due to similar δ18O of source water isotope composition. The δ18Ocell submodel with a Peclet effect improved model estimates of δ18Ocell because its calculation utilizes 3‐PG growth and allocation processes. Because simulated stand‐level transpiration (E) is used in the δ18O submodel, aspects of leaf‐level anatomy such as the effective path length for transport of water from the xylem to the sites of evaporation could be estimated.

    Secondary Trauma in the Workplace: Tools for Awareness, Self-Care, and Organizational Responses in Montana

    This book is written for Montana’s victim service providers—the people who have chosen to dedicate their professional lives to helping the survivors of trauma. As providers, we are the ones working day in and day out with those who have endured some of the worst life has to offer, including sexual assault, child maltreatment, domestic violence, elder abuse, hate crimes, and other forms of violence, as well as traumas related to substance abuse, housing insecurity, accidents, natural disasters, and war. For those of us in this line of work, secondary trauma—an umbrella term for the trauma that results from repeated empathetic engagement with traumatized populations—is a very real and very serious issue. Secondary trauma can result in a whole assortment of physical and emotional issues, as well as contribute to staff turnover and shortages in providers. Like most providers working in Montana and across the nation, you may never have been taught that secondary trauma is a normal byproduct of your work, or been advised how you and the organization that employs you can effectively manage it. We want to change that.

    Measuring conservation program best management practice implementation and maintenance at the watershed scale

    There is growing interest in evaluating the impacts at the watershed scale of agricultural best management practices (BMPs) designed to improve water quality. Many approaches to impact assessment require detailed information about actual BMP use by farmers and landowners in a watershed. This paper examines the strengths and weaknesses of using formal USDA Natural Resources Conservation Service records of conservation program participation as an indicator of spatial and temporal patterns of BMP implementation and maintenance. Field interviews with conservation program participants revealed potential limitations with official records regarding (1) documentation of the incidence of successful BMP implementation, (2) the nature of the BMPs that were implemented, (3) accurate measurement of the timing and location of BMP implementations, and (4) information about the long-term use and maintenance of implemented BMPs. The results suggest that official records should be field-verified before being used as indicators of BMP use. The findings also point to a larger need for development of more robust and accurate systems for tracking BMP implementation and maintenance over periods of time.

    Defining Ecological Drought for the Twenty-First Century

    Droughts of the twenty-first century are characterized by hotter temperatures, longer duration, and greater spatial extent, and are increasingly exacerbated by human demands for water. This situation increases the vulnerability of ecosystems to drought, including a rise in drought-driven tree mortality globally (Allen et al. 2015) and anticipated ecosystem transformations from one state to another—for example, forest to a shrubland (Jiang et al. 2013). When a drought drives changes within ecosystems, there can be a ripple effect through human communities that depend on those ecosystems for critical goods and services (Millar and Stephenson 2015). For example, the “Millennium Drought” (2002–10) in Australia caused unanticipated losses to key services provided by hydrological ecosystems in the Murray–Darling basin—including air quality regulation, waste treatment, erosion prevention, and recreation. The costs of these losses exceeded AUD $800 million, as resources were spent to replace these services and adapt to new drought-impacted ecosystems (Banerjee et al. 2013). Despite the high costs to both nature and people, current drought research, management, and policy perspectives often fail to evaluate how drought affects ecosystems and the “natural capital” they provide to human communities. Integrating these human and natural dimensions of drought is an essential step toward addressing the rising risk of drought in the twenty-first century

    Cultural theory of risk as a heuristic for understanding perceptions of oil and gas development in Eastern Montana, USA

    This paper applies Douglas’ cultural theory of risk to understand perceptions of risk associated with oil and gas development in eastern Montana. Based on the analysis of interviews with 36 rural residents, findings show the dominant perception of risk is most closely aligned with an Individualist worldview. Despite direct experience with oil or wastewater spills, most interviewees described spills as “no big deal”, viewed nature as resilient, and felt that the economic benefits outweigh negative impacts. Cultural theory was a useful heuristic for understanding this dominant worldview, as well as identifying points of deviation. For example, interviewees discussed the benefits of landowner associations – a more Egalitarian approach to dealing with oil companies. Some landowners relied on external authorities (e.g., sheriff) when dealing with oil companies, revealing a Hierarchical approach to issues they face. Interviewees expressed frustration with the lack of enforcement of existing regulations, which can be interpreted as either support for – or indictment of – Hierarchical solutions. While the Individualist worldview is dominant, our qualitative analysis reveals the complex tensions at work among rural residents. The results suggest areas where policymakers, advocacy groups, and residents may find common ground to address potential environmental and health risks.

    Ecological Drought: Accounting for the Non-Human Impacts of Water Shortage in the Upper Missouri Headwaters Basin, Montana, USA

    Water laws and drought plans are used to prioritize and allocate scarce water resources. Both have historically been human-centric, failing to account for non-human water needs. In this paper, we examine the development of instream flow legislation and the evolution of drought planning to highlight the growing concern for the non-human impacts of water scarcity. Utilizing a new framework for ecological drought, we analyzed five watershed-scale drought plans in southwestern Montana, USA to understand if, and how, the ecological impacts of drought are currently being assessed. We found that while these plans do account for some ecological impacts, it is primarily through the narrow lens of impacts to fish as measured by water temperature and streamflow. The latter is typically based on the same ecological principles used to determine instream flow requirements. We also found that other resource plans in the same watersheds (e.g., Watershed Restoration Plans, Bureau of Land Management (BLM) Watershed Assessments or United States Forest Service (USFS) Forest Plans) identify a broader range of ecological drought risks. Given limited resources and the potential for mutual benefits and synergies, we suggest greater integration between various planning processes could result in a more holistic consideration of water needs and uses across the landscape.

    Bounded Stories

    Narrative Policy Framework (NPF) and framing scholars share an interest in how the construction of policy arguments influences opinions and policy decisions. However, conceptual clarification is needed. This study advances the NPF by clarifying the meaning and function of frames and narrative, as well as their respective roles in creating policy realities. We explore sociological and psychological roots of framing scholarship and map these onto NPF’s science of narratives philosophy, suggesting that narratives can reveal internally held cognitive schemas. We focus on issue categorization frames as boundaries for narrative construction. Within these bounds, narrative settings further focalize the audience by specifying where action toward a solution takes place. Based on 26 interviews with floodplain decision makers in Montana, we capture internally held cognitions through the assemblage of issue categorization frames and narrative elements. We find that settings can traverse issue categorization frames and policy solutions, with actions of characters that unfold within the setting being key. Similarly, we find that a single issue categorization frame can contain multiple different narratives and that individuals may simultaneously hold multiple different narratives internally. Overall, this study contributes to policy process research through establishment of connections among narratives, issue categorization frames, and cognitive schemas.

    Characters matter: How narratives shape affective responses to risk communication

    Introduction. Whereas scientists depend on the language of probability to relay information about hazards, risk communication may be more effective when embedding scientific information in narratives. The persuasive power of narratives is theorized to reside, in part, in narrative transportation. Purpose. This study seeks to advance the science of stories in risk communication by measuring real-time affective responses as a proxy indicator for narrative transportation during science messages that present scientific information in the context of narrative. Methods. This study employed a within-subjects design in which participants (n = 90) were exposed to eight science messages regarding flood risk. Conventional science messages using probability and certainty language represented two conditions. The remaining six conditions were narrative science messages that embedded the two conventional science messages within three story forms that manipulated the narrative mechanism of character selection. Informed by the Narrative Policy Framework, the characters portrayed in the narrative science messages were hero, victim, and victim-to-hero. Natural language processing techniques were applied to identify and rank hero and victim vocabularies from 45 resident interviews conducted in the study area; the resulting classified vocabulary was used to build each of the three story types. Affective response data were collected over 12 group sessions across three flood-prone communities in Montana. Dial response technology was used to capture continuous, second-by-second recording of participants’ affective responses while listening to each of the eight science messages. Message order was randomized across sessions. ANOVA and three linear mixed-effects models were estimated to test our predictions. Results. First, both probabilistic and certainty science language evoked negative affective responses with no statistical differences between them. Second, narrative science messages were associated with greater variance in affective responses than conventional science messages. Third, when characters are in action, variation in the narrative mechanism of character selection leads to significantly different affective responses. Hero and victim-to-hero characters elicit positive affective responses, while victim characters produce a slightly negative response. Conclusions// In risk communication, characters matter in audience experience of narrative transportation as measured by affective responses.
